<div><em><span lang="EN-US">Traffic law enforcement is one of the important efforts in creating order and driving safety. This study aims to analyze the effectiveness of law enforcement against traffic violations in the Central Tapanuli Police Station, identify the factors that cause the high number of violations, and propose a more effective alternative solution model. This study uses a qualitative method with a descriptive approach. Data was obtained through interviews with police officers and the public, observations at several traffic points, and documentation studies related to traffic policies and regulations. The results of the study show that law enforcement at the Central Tapanuli Police still faces various obstacles, including low public awareness of the law, lack of supervision, limited infrastructure, and poor driving culture. Law enforcement, which currently focuses more on repressive measures, has not been able to create a significant deterrent effect. Therefore, more effective alternative models are needed, such as the SIM Point System, Traffic Education for Offenders, Social Sanctions, and ETLE Strengthening. This model is expected to increase public awareness and reduce the number of traffic violations in a more sustainable manner. With the implementation of a more innovative and education-based strategy, it is hoped that the level of traffic compliance in Central Tapanuli can increase significantly. The conclusion of this study indicates that a combination of strict law enforcement and a preventive approach is the main key in creating a more orderly and safe traffic system.</span></em></div>Totok Catur WahonoIsnaini IsnainiWenggedes Frensh

<div><em><span lang="EN-US">This study aims to examine the supervision strategy carried out by the Business Competition Supervisory Commission (ICC) against anti-competition practices that can harm the market and consumers. ICC has a very important role in maintaining healthy business competition through supervision, law enforcement, and policy recommendations. This study uses a qualitative approach with in-depth interview methods and document analysis related to the implementation of the business competition law. The results of the study show that ICC carries out supervision through a preventive, detective, and law enforcement approach. Preventive supervision is carried out through education to business actors, while detective supervision utilizes technology such as big data to detect anti-competitive practices. Although the law enforcement carried out by ICC has succeeded in cracking down on many violations, it is constrained by a deterrent effect that is still low due to the amount of sanctions that are not proportional to the profits obtained from these illegal practices. In addition, ICC also functions as a policy advisor to encourage the creation of regulations that support fair business competition. This research suggests the need to increase the capacity of technology and human resources, as well as revisions to the amount of sanctions so that they can be more effective in tackling anti-competitive practices in Indonesia.</span></em></div>Nabila HumairahTaufik SiregarIsnaini Isnaini

<div><em><span lang="EN-US">This study addresses the challenges brands face in understanding Gen Z’s preferences for digital content amidst the ever-evolving landscape of social media. The aim of this research is to identify key elements in digital content that capture Gen Z’s attention and understand the reasons behind their interest, helping brands design effective and relevant marketing campaigns for this generation. This study uses a qualitative descriptive method to analyze digital content on Instagram posted by various brands, focusing on Gen Z's preferences regarding visual elements, delivery style, and interactivity. Data was collected through direct observation of brand Instagram accounts and analyzed using content analysis to identify patterns in Gen Z’s preferences for engaging content. The findings indicate that marketing campaigns targeting Gen Z succeed in capturing attention through authentic storytelling, interactive visual content, and effective use of social media platforms. <div><em><span lang="EN-US">This study aims to analyze the implementation of grant policies in the People's Welfare Bureau of the Regional Secretariat of North Sumatra Province. Through a qualitative approach, this study identifies and evaluates the process of implementing grant funds and the factors that are obstacles in its implementation. Data was obtained through in-depth interviews with government officials, grantees, and direct observation of administrative processes and related documents. The results of the study show that although the grant policy already has a clear procedure, there are still various obstacles, such as long bureaucracy, lack of transparency in the selection of recipients, weak supervision, low capacity of grant recipients in reporting, and indications of politicization of grant funds. Some of the proposed recommendations include simplifying administrative procedures, increasing transparency through open information systems, and strengthening grantee capacity in financial management and reporting. <div><em><span lang="EN-US">This study examines the implementation of Corporate Social Responsibility (CSR) by PT. Asian Agri, especially at the Palm Oil Mill in Tanah Datar Village, Asahan Regency, in the context of Government Regulation Number 47 of 2012. The study uses a normative and empirical juridical approach through analysis of laws and regulations, field observations, and in-depth interviews with the company, local communities, and village governments. The results of the study indicate that PT. Asian Agri has implemented various CSR programs that include liquid and solid waste management, community empowerment, and environmental conservation. This program has a positive impact in the form of reducing environmental pollution, increasing community welfare, and supporting sustainable development. However, challenges in terms of technology investment costs and community environmental awareness are still obstacles. <div><em><span lang="EN-US">This study analyzes how Flores' cultural elements are used as a marketing communication strategy at Kafe Bajawa. Using a qualitative approach and Oswald’s marketing semiotics analysis, the research explores the meanings embedded in cultural elements such as Komodo statues, woven fabrics, Sasando musical instruments, photographs of Flores residents, a map of Flores Island, and the collaboration of traditional music with modern genres. Data were collected through direct observation of both exterior and interior decorations, as well as customer interviews to understand their responses to the presented cultural elements. The findings indicate that Flores' cultural elements play a significant role in shaping the café's identity and appeal. Analysis based on Consumer Brandscape shows that cultural signs create an authentic and unique impression, while emotional territories indicate that these cultural elements build emotional connections with customers through a comfortable and dynamic atmosphere. There is no cultural tension between traditional and modern elements; instead, they harmoniously blend, particularly in interior design and the music experience. From the perspective of cultural categories, Kafe Bajawa successfully positions itself as a venue that embodies Flores' cultural heritage in a modern context. Data triangulation through customer interviews confirms that the displayed cultural elements reinforce the café’s image as a space rich in local identity while remaining comfortable for an urban audience. <div><em><span lang="EN-US">This study aims to analyze the implementation of informed consent as a legal protection mechanism in medical practice at Bandung General Hospital, Medan City. The method used is normative legal research with a normative legal approach, utilizing secondary data from primary, secondary, and tertiary legal materials, as well as field data through interviews and surveys. The results of the study indicate that the implementation of informed consent at the hospital has followed the standard operating procedures regulated by the Minister of Health Regulation No. 290/MENKES/PER/III/2008. The informed consent process involves providing comprehensive information, consideration time for patients, and documentation of written consent. However, there are several challenges, including time constraints, ineffective communication, and low levels of patient health literacy. This study suggests improving communication training for medical personnel, providing patient education tools, and improving the documentation system to ensure legal compliance and quality of health services. <div><em><span lang="EN-US">Drug abuse is a serious problem that has a negative impact on individuals, families, and society. Combating drug crimes in Indonesia requires not only a repressive approach, but also effective preventive policies based on the rule of law. This study aims to analyze the legal rules underlying preventive policies in combating drug crimes, with a focus on the effectiveness of implementation and the obstacles faced in the field. This study uses a normative legal method, which analyzes laws and regulations such as Law Number 35 of 2009 concerning Narcotics, Regulation of the Chief of Police No. 8 of 2021 concerning Handling of Criminal Acts Based on Restorative Justice, and Attorney General's Guidelines No. 18 of 2021 concerning Settlement of Narcotics Crime Cases Through Rehabilitation. The results of the study indicate that preventive policies have an important role in preventing drug abuse, especially through education, socialization, and cross-sectoral cooperation. However, the implementation of this policy is often hampered by weak coordination between institutions, limited resources, and low public awareness. Therefore, preventive policies supported by strong legal regulations and effective implementation can be a significant strategy in overcoming drug crimes. This study recommends the need for evaluation and improvement of regulations, increasing the capacity of implementers in the field, and strengthening community participation to create a safer environment free from the threat of drugs.</span></em></div>Henri Ritson SibaraniM.
