Transformational leadership with four main dimensions, namely ideal influence, inspirational motivation, intellectual stimulation, and individual consideration is used as an analytical framework to see the extent to which leadership style can encourage economic recovery in a participatory, innovative, and inclusive manner. The research method used is qualitative with a descriptive-analytical approach. Data collection techniques are carried out through documentation and in-depth interviews with informants from government, academics, business actors, media, and the community. Data analysis techniques are carried out thematically and inductively to trace the meaning of leadership actions and their impact on program implementation. The results of the study show that the Regent's leadership reflects a transformational character. The ideal influence dimension is seen in the courage to directly lead the economic assistance program. Inspirational motivation is reflected in the vision of regional development that drives community participation. Intellectual stimulation is realized through digital-based entrepreneurship training. Individual consideration is seen in dialogue activities with business actors at the local level. This leadership is able to improve bureaucratic performance and community involvement in economic programs. However, equal access to assistance and minimal business assistance are still obstacles. This study uses initial calculations carried out to find the peak hour (pcu/hour), namely by changing the traffic volume data that is still in units of vehicles/hour, then multiplied by the passenger car equivalent factor (pcu). The value of the passenger car equivalent factor (pcu) refers to the Indonesian Road Capacity Guidelines (PKJI) 20223. The results show the degree of saturation of the new market road segment 2 at the highest peak hour of the existing condition is 0.55, during the construction period of 2024 is 0.60. During the operational period of 2025 is 0.57 and the prediction of 5 (five) years in 2030 is 0.67. The degree of saturation of the new market road segment 1 at the highest peak hour of the existing condition is 0.08, during the construction period of 2024 is 0.09. During the operational period of 2025 is 0.09 and the prediction of 5 (five) years in 2030 is 0.11. SEM-PLS was utilized for analysis in this quantitative investigation with 55 respondents. All of the constructs demonstrated strong validity and reliability, according to the measurement test results (loading factor &gt; 0.70; composite reliability 0.94–0.97). Idealized impact on transformational leadership, non-physical aspects on the workplace, the need for accomplishment on work motivation, and emotional commitment on the commitment variable were the characteristics that contributed the most. According to the structural test results, transformational leadership (β = 0.638; p = 0.005) and the work environment (β = 0.524; p &lt; 0.001) were the strongest factors influencing HR performance, while the work environment was the most dominant variable influencing commitment (β = 0.958; p &lt; 0.001). Although it had a smaller coefficient (β = –0.156; p = 0.015), work motivation also had an impact. The results of the mediation test indicated that while commitment did not mediate the impact of the work environment (p = 0.157), it did mediate the influence of transformational leadership (p = 0.016) and work motivation (p = 0.042) on HR performance. With an R2 value of HR performance = 0.953 and an R2 value of commitment = 0.945, the research model demonstrated exceptionally high predictive power. These results demonstrate that the quality of the work environment and leadership have the most effects on boosting the commitment of Generation Z employees. The large amount of organic waste produced in conventional markets and the general lack of knowledge about environmental effects serve as the foundation for the study. Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 3 was used in a quantitative manner. Structured questionnaires addressing eco-enzyme, organic waste, environmental impact, and waste management factors were used to gather data from household respondents. The findings demonstrate that eco-enzyme, like organic waste management, has a favorable and noteworthy impact on waste management and environmental impact. The relationship between eco-enzyme and waste management, as well as between organic waste and waste management, is mediated by environmental impact, which also has a major impact on waste management. In order to achieve efficient and sustainable waste management, these findings emphasize the significance of combining community-based appropriate technology with increased environmental consciousness. This study's foundation is founded on preliminary findings that point to issues with employee discipline, including tardiness, unexcused absences, and unacceptable behavior during working hours. This study, which included 39 employees overall, took a quantitative approach using the census method. Techniques for gathering data included recordkeeping, questionnaires, interviews, and observation. According to descriptive results, the work discipline aspect's highest average value is found in the indication of adherence to agency regulations and time restrictions. Regression analysis results, however, show that work discipline has a marginally favorable impact on employee performance. Despite the importance of work discipline, this data suggests that its impact is not statistically significant enough, perhaps as a result of the presence of other elements like leadership, motivation, and the performance evaluation system. Although this insignificance is consistent with a number of other studies, it runs counter to other results that indicate a considerable influence. Other contributing factors include inadequate supervision, lax enforcement of rules, and a less-than-ideal workplace culture. Using a sequential explanatory mixed-method design, data were collected over five months through surveys of 85 SAR personnel (total sampling), 210 service recipients (stratified random sampling), and 25 key informants (purposive sampling). Quantitative data were analyzed with Structural Equation Modeling (SEM) using AMOS 24.0 and SPSS 26.0, while qualitative data were examined through thematic analysis with NVivo 12 and case study validation. The results indicate that technical competence and equipment readiness significantly enhance organizational performance, while service quality dimensions particularly reliability, responsiveness, and empathy play a crucial role in building public trust. Organizational factors moderate the relationship between technical aspects and service quality, underscoring the importance of adaptive leadership, coordination with local agencies, and a learning-oriented culture. The integrated model explains 68.4% of the variance in organizational performance, demonstrating its robustness in capturing SAR effectiveness. Qualitative findings further highlight adaptive strategies under resource constraints, collaboration rooted in local wisdom, gaps between SOPs and operational realities, and the humanistic dimension of rescue operations. This study contributes theoretically by advancing a holistic performance assessment model for SAR organizations and practically by offering evidence-based recommendations for BASARNAS and local SAR units. A qualitative approach with a single case study design was used in Rumpa Village, Mapilli District, Polewali Mandar Regency. Data were collected through in-depth interviews with ten key informants, participant observation, and focus group discussions, then analyzed using thematic analysis and source triangulation techniques. The results show that budget efficiency policies require organizational transformation through the reduction of non-structural staff, cross-functional task allocation, and reprioritization of village programs to basic services and mandatory infrastructure. However, this policy also triggers adaptive and innovative management practices such as micro-data-based planning for neighborhood units (RT/RW), digitization of basic administration for service efficiency, the establishment of village alms as a local financing innovation, and the optimization of mutual cooperation (gotong royong) that can reduce development costs by up to 50%. Based on the findings, this study formulates a Sustainable Village Governance Model (EAP Model) that includes five main components: data-driven efficiency, institutional adaptation, multi-stakeholder participation, local financing innovation, and open accountability. This model integrates New Public Management theory and Putnam's social capital to support adaptive, innovative, participatory, and sustainable village governance. Using a qualitative descriptive-exploratory approach, the research involved purposive sampling of expert informants, key informants from OIKN and affected communities, and additional informants including journalists. Data collection employed in-depth interviews, participant observation, and document analysis, with findings analyzed using Miles and Huberman's three-stage approach and validated through triangulation methods. The study reveals that OIKN's public relations strategy demonstrates limited effectiveness, remaining predominantly reactive rather than preventive in addressing land disinformation. Key findings indicate significant communication gaps, including the absence of direct mandates for PR involvement in land regulation socialization, inadequate two-way communication channels, and geographic disparities in information distribution. The research identifies five primary obstacles hindering PR effectiveness: regulatory complexity, lack of direct PR mandates, one-way communication patterns, limited digital literacy and access, and institutional distrust due to insufficient transparency. Stakeholder perspectives from academics, affected residents, and media practitioners consistently emphasize the need for more proactive, inclusive, and transparent communication strategies. The most recent reform, Law No. 7 of 2021 concerning the Harmonization of Tax Regulations (UU HPP), raised the VAT rate from 10% to 11% as of April 2022, with a planned 12% increase by 2025. This research uses a qualitative, descriptive approach by analyzing laws and regulations, secondary data from the Ministry of Finance and Statistics Indonesia (BPS), and academic studies, complemented by normative and empirical analyses. The results show that the VAT rate increase contributed significantly to increased state revenue, strengthened the post-pandemic fiscal situation, and maintained stable economic growth of around 5%. However, this policy impacted public purchasing power, particularly among the lower-middle class, who are sensitive to price increases, resulting in decreased consumption of non-essential goods. MSMEs were also impacted through decreased demand and increased production costs. Although the government provides VAT exemptions for basic necessities such as staple foods, education, and health care, as well as incentives for MSMEs, the regressive nature of VAT still creates the potential for injustice. Legally, this policy is valid under Article 23A of the 1945 Constitution, but public legitimacy is largely determined by perceptions of fairness. Indonesia as a country that ratified the Convention on the Rights of the Child which regulates the principle of legal protection for children has an obligation to provide special protection for children in conflict with the law. The purpose of this study is to examine the detention of children as perpetrators of criminal acts at the investigation level in the jurisdiction of the Bone Police in accordance with the provisions of Law Number 11 of 2012 concerning Juvenile Justice. This research method uses an empirical juridical approach, namely a legal approach that combines normative aspects (Law as regulations) with empirical aspects not only looking at written legal rules, but also how these rules are applied and understood in the practice of community life. The research results showed that the implementation of detention of child suspects at the Bone Police Department has been optimal, as stipulated in Law Number 11 of 2012 concerning Juvenile Justice, specifically regarding child detention. Obstacles identified include the absence of a dedicated unit to handle child issues, a lack of professional staff, limited budgets for the investigation process, and the lack of government involvement in implementing policies on juvenile justice. This condition of statelessness arises from various factors, which nowadays are mostly caused by state succession and prolonged conflicts between countries. The Kurds, Assamese, Palestinians and Ukrainians are some of the cases of statelessness that have received international attention. Therefore, this research was conducted to explore and analyze the development of international human rights law and the role of nation states in overcoming the phenomenon of nations without states. This research is normative juridical research based on secondary data obtained from authoritative and textual materials. The research results show that the escalation of stateless nations is increasing and living in various forms of human rights violations. Various international documents have guaranteed protection for stateless people. However, only a few countries have ratified and adopted international agreements, while their implementation only reaches the level of international commitment. In fact, systematic neglect and discrimination still occurs. There is different treatment between adopting countries and countries that do not adopt international conventions in viewing stateless people. Indonesia, Japan and the Middle East apply various criteria that serve to hinder the acceptance of stateless persons. Meanwhile, the Philippines is building a system that allows the fulfillment and protection of the rights of stateless people. Despite bureaucratic reform mandates since the 1998 Reform Movement, civil service governance continues to face challenges such as inefficiency, weak accountability, and patronage culture. This research aims to analyze the effectiveness of the merit system as a legal instrument to promote professionalism, neutrality, and accountability within the Civil Service (Aparatur Sipil Negara/ASN), particularly following the enactment of Law Number 20 of 2023, which abolished the Civil Service Commission (KASN). Employing a normative juridical method with a descriptive-analytical approach, this study reviews statutory regulations, academic literature, and official reports from KASN and the National Civil Service Agency (BKN). The findings indicate that although the merit system is legally grounded in Law Number 5 of 2014 and Law Number 20 of 2023, its implementation remains inconsistent due to weak oversight mechanisms, limited regulatory clarity, and uneven digital infrastructure readiness. The elimination of independent supervision has reduced checks and balances, while disparities in the adoption of ASN digital systems hinder transparency. This study proposes strengthening derivative regulations, reconstructing independent oversight through a merit audit mechanism, and accelerating digital transformation. The purpose of this study is to determine the function of the post-mortem examination (visum et repertum) at the investigation stage in uncovering a crime of rape. And to determine the efforts taken by investigators if the results of the post-mortem examination do not contain information about signs of violence on the rape victim, in order to obtain the material truth of a rape case. The research method uses a sociological juridical approach. This approach departs from statutory regulations that are oriented towards studies that lead to the fulfillment of evidence in conducting investigations. The sample in this study was the Head of the Criminal Investigation Unit of the Bone Police and 2 police officers in the Criminal Investigation Unit of the Bone Police. The results of this study showed that the results contained in the post-mortem examination can be initial evidence for investigators to take other actions in uncovering a case of rape. Suggestions should be that investigators can consider in reading and applying the results of the post-mortem examination, especially knowledge for investigators regarding things that might affect the results of the post-mortem examination. The research employs a qualitative approach with a case study method, utilizing data collection techniques such as in-depth interviews, observation, and documentation. Data analysis is conducted based on the five SERVQUAL dimensions: tangibles, reliability, responsiveness, assurance, and empathy. The findings indicate that the establishment of the Public Service Mall has improved service accessibility and integration; however, several fundamental shortcomings remain. The tangibles dimension reveals limitations in physical facilities and digital systems; reliability highlights delays in permit processing; responsiveness shows an inadequate complaint-handling system; assurance reflects generally competent staff performance; and empathy suggests the need for a more personalized approach to the public. These findings confirm that the quality of public services has not fully met public expectations, particularly regarding speed, convenience, and complaint resolution. The overlapping norms in these three regulations have caused confusion regarding the mandatory nature of administrative efforts, the finality of decisions, and the procedural consequences for citizens' rights to sue. This study uses a normative legal method with a legislative, conceptual, and comparative approach. The analysis was conducted qualitatively using a legal hermeneutic model to find the compatibility between norms and government practices. The results show that the administrative appeal system in Indonesia does not yet guarantee procedural certainty and substantive justice because it lacks uniform national standards regarding objection mechanisms, deadlines, and the independence of reviewing officials. The system is reconstructed by combining the theories of Administrative Justice and the Legal Certainty Framework, which emphasize the principles of norm clarity, proportionality, and procedural accountability. The proposed design includes a digital one-stop portal, written justification requirements, independent oversight, and the establishment of nationwide implementing regulations. Using qualitative methods, data was obtained through in-depth interviews, field observations, and focus group discussions with informants from local governments, village governments, business actors, and visitors, supplemented by secondary data from official documents and related publications. The analysis was carried out using the managerial planning framework of George R. Terry (2008) which includes goal setting, condition evaluation, identification of supporting and inhibiting factors, and preparation of development plans. The results of the study show that the planning has accommodated the needs and available resources, such as the uniqueness of the Danau Biru, community support, and development master plan. However, implementation is constrained by limited infrastructure, funding, and management capacity. Supporting factors include natural attraction, adequate accessibility, and increasing trend of visits, while inhibiting factors include lack of facilities, lack of promotion, and lack of optimal private partnerships. The management of Danau Biru has been carried out through an annual cooperation agreement between the North Kolaka Tourism Office and the Walasiho Village Joint Enterprise. In addressing these threats, Indonesia has positioned maritime diplomacy as a strategic pillar that integrates foreign policy instruments, defense, and international law supremacy. This study aims to analyze Indonesia’s maritime diplomacy role in responding to threats in the South China Sea using a qualitative-descriptive approach based on literature studies and document analysis. The findings indicate that Indonesia’s maritime diplomacy is carried out through bilateral and multilateral diplomacy, naval diplomacy, coast guard diplomacy, and the enforcement of international law based on UNCLOS 1982. Despite facing various internal and external challenges, Indonesia's maritime diplomacy has proven effective in maintaining regional stability, strengthening Indonesia's legal position internationally, and managing conflict dynamics peacefully. This study examines how Green Human Resource Management (GHRM) influences sustainable performance in the hospitality sector of Batam, with green innovation and organizational culture serving as mediating factors. Using a quantitative approach and Partial Least Squares-Structural Equation Modeling (PLS-SEM), data were collected from 400 respondents working in hotels and resorts. The findings reveal that GHRM significantly enhances sustainable performance, primarily through the mediation of organizational culture and green innovation, with organizational culture emerging as the stronger mediator. These results emphasize the importance of integrating sustainability into human resource strategies to balance operational efficiency, environmental responsibility, and long-term success. West Bandung Regency faces the challenge of low reading interest despite a high literacy rate. This study aims to analyze the local government's strategy in increasing public reading interest in 2024–2025. The method used is descriptive qualitative with a case study approach and Koteen's strategy theory including Corporate Strategy, Program Strategy, Resource Support Strategy, and Institutional Strategy. The results of the study indicate the existence of literacy strengthening policies, implementation of mobile and digital libraries, cooperation with the private sector, and increasing the capacity of librarians. However, obstacles such as limited budget, infrastructure, and community participation are still obstacles. Addiction to online gaming has become a major issue for college students, having a detrimental effect on their social lives, mental health, and academic performance. The purpose of this study is to investigate how well Islamic counseling works to treat college students' addiction to online gaming. Eight college students who had been diagnosed with an addiction to online gaming were among the 80 students in the quantitative-experimental sample employed in this study. An online gaming addiction scale that had undergone validity and reliability testing served as the tool. Data analysis employed an N-Gain test to observe changes in outcomes following the intervention, and a normality test to guarantee data distribution. Further analysis was made possible by the study's demonstration that the data were regularly distributed. After that, information was gathered via in-depth interviews to learn about the experiences of the participants and a questionnaire that assessed the degree of online gaming addiction before and after the intervention. The findings demonstrated that, in comparison to the control group, students who got Islamic therapy saw a notable drop in their degree of online gaming addiction. Additionally, participants felt that the counseling improved their social interactions and enhanced their spiritual well-being. These results suggest that by bolstering spiritual elements as a basis for recovery, Islamic counseling can be a successful and comprehensive approach to treating college students' addiction to online gaming.
