The Constitutional Court's efforts to lower the threshold for political parties to fulfill their constitutional rights so that democracy in Indonesia can be healthier, namely by opening opportunities for small parties to nominate candidates for regional heads through a policy contained in Constitutional Court Decision Number 60/PUU-XXII/2024. However, in its implementation, the policy was not chosen and not implemented by political parties. This study focuses on determining what kind of policy threshold implementation interventions were carried out by political parties. The study uses Grindle's policy implementation analysis (2017) policy implementation analysis using qualitative methods and conducting in-depth interviews with deputy coordinator for region 3 of the Golkar party and a member of the Regional Representative Council (DPD) for the Golkar faction in Bandung, and Gerindra party representatives as members of the Central Leadership Council (DPP) of the Gerindra party. The results of the study show that in its implementation, there are triggers for intervention such as affected interests, type of benefit, extent of change envisioned, site of decision making, program implementers, resources committed and power, interests, strategies of actors involved, institutional and regime characteristics, and compliance and responsiveness, which caused the threshold policy for the nomination of governors and deputy governors in West Java in 2024 to not be implemented.References
